Does the government give free seedlings?

Yes, through OWC, NAADS, and district agricultural programs.
Seedlings given include coffee, tea, citrus, avocado, and sometimes fruit trees.
Visit your District Agricultural Officer (DAO) to register.
However, supply is limited — so join early and be part of a group for higher chances.
